if you have permanent resident card ( even tps may qualify), you can. If this is related to covid-19 ( you should be able to prove this), you can get additional 600 max per week under new pandemic unemployment claim program ( this is likely applicable for citizen only ). If you are h1b, you are out of luck. H1b is considered valid as long as you have work. Every claim filed in any states are sent to INS for work authorization validation and for h1b defaults to invalid work authorization while filing claim.

Thanks guys for the feedback. Well i'm on EAD from pending I-589. Will applying for benefits affect my case in future? and how can i possibly provide evidence for the unemployement benefits?
