Thank you all. I got some information: may be helpful in future if anyone is in the similar situation. t's DC Nepalese or Consulate office at NY will do the power of Attorney. But not 100% sure at NY consulate office.    1) Copy of Nepalese Citizenship needed / Good to have original if not you can submit an attested copy by minimum Third class gazetted officer ( shakha adhikrit). 2) Original copy of Land ownership papler ( Dhanipurja)  3) Original Receipt of recent fiscal year Payment of Malpot.  4) At least 2\2 copies of passport size photo of both parties.  With fees all work will be done same places including the Nepali Kagaj to print.
