Does it mean I am being underpaid? What should be a software engineer's salary in Houston, texas? I have bachelor's degree in computer science and five years experience. Can I talk to my HR about this? My salary is 60K.

Dude, that's the average salary given in the article. You make 60K and I make 100K so the average is 80K.........:-) Btw, I would guess 60K for a 5 yr exp is a little below par.
