पिपल्सका अध्यक्षद्वारा ५० करोड दुरुपयोग गरेको खुलासा


सुदर्शन सापकोटा, काठमाडौं, जेठ २५- निक्षेपकर्ताको पैसा फिर्ता गर्न नसकेर भागेका पिपल्स फाइनान्सका कार्यकारी अध्यक्ष छविलाल भुसालले घरजग्गामा मनपरी कर्जा प्रवाह गरेको खुलेको छ। व्यक्तिगत जमानी तथा धितो राखेर प्रवाह भएको कर्जा भुसालले आफ्नै व्यावसायिक उद्देश्यका लागि प्रयोग गरेका हुन्।

 
 
कम्पनी स्रोतका अनुसार अर्घाखाँची र काठमाडौं नागदहको जग्गा धितो राखेर करिब ५० करोड रुपैयाँ कर्जा प्रवाह भएको छ। धितोको उच्च मूल्यांकन गराई दिएको कर्जा भुसालले घरजग्गा तथा प्लटिङमा खर्च गरेको स्रोतले बतायो।

व्यवस्थापन र सञ्चालक समिति दुवैका प्रमुख भुसालले आफै खुसी निर्णय गरी कर्जा दुरुपयोग गरेका हुन्। स्रोतका अनुसार कार्यकारी अध्यक्ष भुसाललाई १५ करोड रुपैयाँसम्मको कर्जा प्रवाह गर्ने अधिकार सञ्चालक समितिले दिएको थियो।

फाइनान्स स्रोतका अनुसार विभिन्न १२ जना व्यक्तिको नाममा प्रवाह भएको कर्जा दुरुपयोग भएको छ। रियलस्टेट बजार उकालो लागेका बेला विभिन्न चरणमा प्रवाह भएको यो कर्जाको किस्ता र ब्याज उठ्न छाडेको थियो। 'एकपछि अर्को गर्दै कर्जा डुब्न थालेको छ,' फाइनान्स स्रोतले भन्यो, 'निक्षेपभन्दा बढी कर्जा भएकाले तरलता एकदमै अभाव हुन थालेको थियो।' कम्पनीको खाता अहिले २५ लाख रुपैयाँ मात्रै नगद छ।
निक्षेपकर्ताको पैसा फिर्ता गर्न नसकेपछि सोमबारबाटै फाइनान्स कम्पनीले महाबौद्धको केन्द्रिय कार्यालयसहित, त्रिपुरेश्वर र रुपन्देहीको सिद्धार्थनगर शाखा कार्यालय बन्द गरेको छ। शुक्रबारबाट बिदामा बसेको भनिएका भुसाल कार्यालय बन्द भएको दोस्रो दिन अर्थात मंगलबारसम्म सम्पर्कमा नआएको कम्पनी स्रोतले बतायो।

राष्ट्र बैंकले पूर्वजानकारी बिनै कम्पनी बन्द भएको खबर पाउनासाथ फाइनान्समा सोमबार विशेष निरीक्षण टोली खटाइसकेको छ। टोलीले तीनवटै शाखाको अध्ययन गर्न समय लाग्ने भएकाले विस्तृत जानकारी नआइसकेको राष्ट्र बैंकका प्रवक्ता भाष्करमणि ज्ञवालीले जानकारी दिए। 'टोलीको प्रतिवेदन नआइसकेकाले अहिले नै केही भन्ने अवस्था छैन,' उनले मंगलबार नागरिकसँग भने, 'फाइनान्सका कार्यकारी अध्यक्ष पनि अहिलेसम्म सम्पर्कमा आइसकेका छैनन्।'

राष्ट्र बैंकसहित अन्य संस्थागत निक्षेपकर्ताले अवधि पुगेपछि नवीकरण नगरी निक्षेप झिकेर लगिदिएपछि फाइनान्सले सर्वसाधारणको पैसा फिर्ता गर्न नसकेको हो। फाइनान्सले प्राविधिक कारणले कार्यालय बन्द गर्नुपरेको भन्दै पैसा फिर्ता गर्न नसकिने सूचना टाँसेको छ।

जेठ मसान्तमा अवधि पुग्ने करिब १५ करोड निक्षेप भुक्तानी गर्नका लागि कम्पनीलाई संस्थागत निक्षेपकर्ताले पत्राचार गरिसकेका छन्। कम्पनीसँग भुक्तानी गर्नका लागि जम्मा २५ लाख रुपैयाँ मात्र छ। 'अध्यक्ष फरार छन्। कम्पनीसँग भुक्तानी गर्ने पैसा छैन,' फाइनान्सका एक कर्मचारीले भने, 'उपाय नभएपछि बन्द गर्नुपरेको हो।'

चैतसम्मको वित्तीय अवस्था राम्रो देखिए पनि पछिल्लो समय तरलता अभावले गाँजेका कारण तत्काल पैसा फिर्ता गर्ने अवस्थामा कम्पनी छैन। नेपाल राष्ट्र बैंकले कम्पनीमा रहेको १७ करोड ४८ लाख ४० हजार रुपैयाँ निक्षेपमध्ये गत साता अवधि पुगेको ७ करोड फिर्ता लगेपछि कम्पनीमा चरम तरलता अभाव भएको हो। कम्पनीमा चैतसम्मको तथ्यांकअनुसार फाइनान्समा भएको कुल ८९ करोड १४ लाख रुपैयाँ निक्षेपमध्ये सोमबारसम्म संस्थागत निक्षेपकर्ता नागरिक लगानी कोषको १० करोड, राष्ट्र बैंकको १० करोड र बिमा संस्थानको ३ करोड रुपैयाँ छ।

फाइनान्सको पैसा भने समस्याग्रस्त घोषित गोर्खा डेभलपमेन्ट बैंकमा फसेको छ। गोर्खामा फाइनान्सको ३ करोड ५१ लाख रुपैयाँ फसेको छ। गोर्खाले बिहीबारदेखि एक जनालाई सातामा एक पटक गरेर १ लाख रुपैयाँसम्म मात्र भुक्तानी गरिरहेकाले त्यो पैसा तत्काल उठ्ने सम्भावना छैन।

२८ करोड ९० लाख चुक्ता पुँजी रहेको कम्पनीको चैतसम्म एक अर्ब ४ करोड रुपैयाँ त कर्जा प्रवाह नै गरेको छ। कम्पनीले कुल कर्जामध्ये जग्गा खरिद र प्लटिङका लागि मात्रै ५८ करोड ५७ लाख, घरकर्जा ३० करोड ६२ लाख र ओभरड्राफ्ट कर्जा २३ करोड ६५ लाख रुपैयाँ प्रवाह गरेको छ। निक्षेपको तुलनामा कर्जा बढी प्रवाह गरेकाले पनि कम्पनीमा चरम तरलता अभाव भएको हो। कम्पनीको कर्जा-निक्षेप अनुपात ८७ दशमलव ५७ प्रतिशत छ। यो ८५ प्रतिशतभन्दा कम हुनुपर्छ।

चैतसम्म कम्पनीले ६४ लाख रुपैयाँ नाफा कमाएको थियो। पुँजी पर्याप्तता अनुपात २६ दशमलव ९९ प्रतिशत छ। राष्ट्र बैंकले यो अनुपात कम्तिमा ११ प्रतिशत कायम राख्नुपर्ने व्यवस्था गरेको छ। कम्पनीको खराब कर्जा राष्ट्र बैंकले तोकेको सीमा ५ प्रतिशतभन्दा तल अर्थात ३.०७ प्रतिशत छ।

Dharko bro: Nepal is full criminals. We talked about it and the way they were investing in Real Estate it will have similar impact. But we did not thought about there will be dozens of MADEOFF's to ruine the whole Nepal. My neighbour got Karodau with the land in rular village ( got the loan 5/6 times more than it's value).

I am pretty sure 50 crores wasn't "durupayog." It went to good uses such as his child's education, real estate aquisition, vacation all are "sadupayog" of the money.

 First, a bank has many promoters, most of them are not even in day to day business. If you guys know what promoter share is, and what their rights are, you will know. It is always a few major promoters and CEOs who know what is going on.

Second, I believe now the situation has gone to such an extent that Nepal Rashtra Bank needs to be more responsible and come forward. I don't see any strategy by Rashtra Bank to protect people's money in those finance institutes.

Third, I don't think this bank has been totally bankrupt. It is just that people stopped putting money in the bank and the depositors wanted to take out their money(bank run situation). The asset must be there to recoup almost all of the money. This finance was making profit until last quarter.

I am very angry at the role of Rashtra Bank lately. They must arrest the major players in the bank if they are found to be guilty, but must protect the ordinary shareholders, ordinary promoters and depositors. The governor is a clown, and he has no idea how to run an economy. He loves giving speech, but has no idea how bad his economics is. He is not doing his job, and the govt is also not interested in seeing many banks survive.

I posted for info, I do not know how much to trust the news, BUT two points caught my eyes

Now if that is true, I dont think it is possible for the bank to survive, how much do you guys think value of those two plot of lands ,

-it says the loan was isssued by enflating the real market value of the land
- In my opinion the market value is down by 50% (real market value)

So after deducteing the enflated cost, how much those two plots of  land will cost now ? my guess is only 25% of the real value so 25% of 500 million is 125 million


2. चैतसम्म एक अर्ब ४ करोड रुपैयाँ त कर्जा प्रवाह नै गरेको छ।, चैतसम्म कम्पनीले ६४ लाख रुपैयाँ नाफा कमाएको थियो

Profit was only approx 0.60 % that itself is a red light shows that already in "chait" there were indications of trouble in the company
and nobody took action, seems.

3. कम्पनीले कुल कर्जामध्ये जग्गा खरिद र प्लटिङका लागि मात्रै ५८ करोड ५७ लाख, घरकर्जा ३० करोड ६२ लाख र ओभरड्राफ्ट कर्जा २३ करोड ६५ लाख रुपैयाँ प्रवाह गरेको छ।

now in ktm the price of land/house down by 50%, there are indications that it wont recover within 5 yrs

4. जेठ मसान्तमा अवधि पुग्ने करिब १५ करोड निक्षेप भुक्तानी गर्नका लागि कम्पनीलाई संस्थागत निक्षेपकर्ताले पत्राचार गरिसकेका छन्। कम्पनीसँग भुक्तानी गर्नका लागि जम्मा २५ लाख रुपैयाँ मात्र छ।

Nepal is facing  US like housing bubble situation, to get out of which US had to print almost a trillion dollar. Govt had to introduce stimulas pacakage to financial institute, but this type of cure is not possible in Nepal .

 I also think probably this Bhusal guy screwed up big time by investing alot in land. But many other promoters were simply taken for the ride.

Another example is Megha Bank. It has a thousand promoters each chipping in 1 million(or so I have heard), and a high flying CEO who rakes in 15 lakh per month (or so I have heard). If the bank screws up big time, trying to squeeze minor promoters is not going to be fair. In fact, most of the promoters tend to be ordinary people, trying to tag along influential chairmen/CEOs. In fact, more likely they are the true victim: they put money in industrialization of the country and paid price for that.

I just hate this Khatiwada guy (governor) because he is so ignorant and stupid. He makes speeches like a politician, changed rules too frequently, and I have read recently that he now wants Rashtra Bank to fix the interest rate. Does he even know what he is talking about? Is it because his economics is so poor that he has to resort to the theatrics?

I love to see bad bankers punished, but I hate to see ordinary shareholders punished. Also, we must maintain this 4-tier structure (big (i.e. commercial) banks, development banks, finance institutes and sahakari). We must have environment where big banks could be downgraded into others, and other institutes could be upgraded based on their performance. Market will take care of the rest.

They try to remove  pm from office by bring vote of confidence. so must be the case of financial institutions.
If exe chairman is corrupt, it is the responsibility of other prompoters to dechair him. So all promoters should be held accountable for the closure of institutions.

 What you say is correct. But we have only one general assembly per year. People's finance was in profit until this Chait. So, ordinary promoters probably didn't have much doubt about the health of the institution.

To be honest, I still don't see how less than 3% bad debt makes the finance collapse like that. Something about our banking evaluation system is not working.

Finance companies often belong to many people (shareholders, employees, promoters, depositors) and NRB should work hard to make sure that (1) culprit goes to jail or pays from his pocket and (2) the institution runs smoothly. We must protect innocent shareholders, depositors, promoters and employees. Somehow, I don't see such vision in our NRB officials now.

Reward and punishment should be everywhere

If you are a student, worked hard, you get good marks (rewarded) if you dont work hard you will get poor mark or fail (punishment)

if you are a politician you do good work you will be reelected (reward)  if you behave poor you wont be re elcted(punishement) {well, this may not be 100 % true in case of nepali politics but generally true}

Similarly,  if you are a CEO/Presidnt?CFO of a bank, bank is doing good then you get good salary/ bonuses (rewared) but if you perform poor then what ?? no punishment???
This type of situation will help to create financial anarchism. So to avoid this, to reestablish the public's trust in banking system those culprits should be punished how come there is only reward and no punishment?

If our financial system lacks intstrument of punishment then it is not worth trusting.
