Look up Laney College, Berkeley City College and Contra Costa Community college. I think there's another college in San Francisco that many Nepalese attend but I forgot the name...

No idea man. I didn't go to school in the area. Try looking up the websites. I'd be surprised if they were less than 3k/semester though.
