this is ofcourse lawlessness. Do you think those hakims follows laws of nepal, which one does? you can rarely see them in office, most of them are busy stealing ( transfering )government ( public ) property to their home. Misuse of post, mis use of government property. 

not obeying law being educated is bigger crime than  not obeying being uneducated.

The way they are showing anger is the way that uneducated people knows. what to do, when educated people ignores this subject.
