since ur number is 27K range, i would not suggest to be very optimistic. As you know, only 50% of the total people notified as a winner can actually get a PR. In your case, it wayyyyy high. Mine was around 6K and even i was advised not to be confident. But things did work out for me.
As DV processing is entirely dependent on case numbers, meaning low number gets processed faster and later for high numbers. In you case, your processing might end up going into another fiscal year resulting on a denial of change of status and might jeopardize your F1 (if your student). Get  a lawyer for proper consultation, as your case might not be processed until the last minute. Also, name check might add more burden to you case.

NayaNepaliBabu, I am a 2009 DV winner was in F1 just like u before that but now a LPR, My Case# was in 32k range. My number became current and had my interview in june 2009 which was 3 months before the september deadline. So, chill out relax and send the completed forms with  the fees to Dept of State DOS and wait wait and wait.... check the DOS web site every month to keep tab of the current numbers and how fast the numbers r being current.. BUT remember the following:

1.Don't go for adjustment of Status(AOS), as it is risky and time consuming and very stressful given your not so high but, still a little high case number and for some other reasons.

2. Choose for a Consular processing ie. in the US embassy in KTM. Which is a very swift fast ans less risky process.

Again Congrats and let me know if u have further questions.

Thank you for the quick reply, tara my worry is that i am under student visa ani my visa has expired ani going to nepal will mean it will to hard to come back once rejected in kathmandu, (also I am studying so I don't want to hamper my studies), do you have any idea about the process for adjustment of status ?
I really appreciate all the help :)

my above comments were entirely for AOS.

If you are planning to do CP, as explained by deoneofkind, It will be faster but you have to return to Nepal. The risk is, if you got rejected in KTM (god Forbid!) you would never be able to come back to USA  as applying for DV is an intent to stay in US and its a contradiction to F1 visa..

Also, there is a form that asks you if you had worked illegally in US (I think its I485) while applying for change of status. Now, its entirely upto you to disclose if you ever worked in OC. If you do not, either way can lead you into circumstances, as they might check internally if you do not disclose (which is against the law too).

Good thing is, you have plenty of time. Prolly until  June next year. Again, i advice you to consult a lawyer whatsoever.

P.s. I am not trying to scare crap out of you. I am a pessimist. Its just to make you realize, its not an easy fruit to pick. There are risks involved and your situation have made it even more complicated. Ever heard of people getting first letter but the not the second letter and getting stuck  back in Nepal?

You can check the current visa bulletin below:

http://travel.state.gov/visa/frvi/bulletin/bulletin_1360.html

You can hookup with other DV winners and share infromations below:

You can change your decision to do an AOS or a CP any time before your number becomes current by simply writing or calling the DOS number. I did CP so not so familiar with the AOS process, check  the link above I 'm sure you will get some answers there. My decision to do a CP was based on the information I got from the web site above, Which was the right decision.... well atleast in my case.. So I suggest do some research and make your decision. Now that you've won the DV the journey ahead is tough and stressful be prepared for the wait and specially the stress... the stress of uncertainity.

One more thing, You don't have to go to Nepal immideatly, Just send the forms with your current US address and wait for your number to become current. Given, your number doesn't become current a u don't get your second letter it's a "show stopper" there is nothing u can do about it. But if you get it and go to Nepal for an interview, I don't see a reason that ur application will be rejected.

Yes, if you do an AOS. Look at dimag kharab sir's time line its was a 5 month process for him after his number became current. as your case# if 27k I don't think you will be current up until june july 2011, so do the math....june to sept is just 4 months, do you think the USCIS will be able to process ur appliaction in 4 months??? if they don't do it by the end of Sept you are doomed.
