I filed I-130 for my father included mother's name in column spouse in only one form. Do I need to fill up two separate forms with I-130 with different filling fee?

my father in nepal ,my mother here in usa in B1 visa .Can i process my mother from here filing I 130 with I 485 and father from nepal .will there be any issue.
