What's wrong with the nepalese government these days. Is it okay to expand the roads anywhere they want damage someone's already built house within their specified land ? What if the house is built within their specified land and the government now says they want to increase the road by few feet ? Is that even legal ?  I don't understand this.

You're either misunderstanding the situation or been misinformed. The government isn't violating any civil rights by carrying out the expansion process. 

A road expansion drive was carried from Lainchour to Budhanilkantha and other select few areas like Bhatbhateni, Old Baneswor by destroying buildings that were built illegally. You've got nobody to blame but yourself if you built buildings on a government property. 

If there's one commendable act that got implemented by Baburam's government, or any maobadi government, it's this. 

 You are forgetting something-- There is no law in Nepal.  Anything is legal!

Government taking away private citizen's land in order to build road without proper compensation-- that sounds like communism to me.

A mature administrative system will provide a housing facility to all who are affected by such road expansion; however, Nepalese administrative system as far as I know is not mature enough to provide such housing facilities. It is an obligation of an administrative system to take care of its entire citizen in every circumstance. The establishment of uncontrolled concrete jungle in Kathmandu was the result of childish administrative system in Nepal.
