 Question on real estate rule in Nepal

We own a small plot of land which is surrounded by another land own by a different with no access to the plot within. What are the rights for the land owner? Do we have a legimitr right to ask for a pathway to our plot ? Can they deny it ?

if you want to buy land it should be accessible and avoid trouble in future. Or buy accessible land first before buying that plot.
