Sathi haru, there is nothing you can do about it. Anybody who goes to government office for anything (even to pay your telephone or electric bills), they make you wait for no reason and make to go from one window to another. If you give them the "chiya karchha" (in another word- bribe), everything happens so quickly. Really sad. Someone asked for chiya karchha in Kathmandu CDO's office, Wada karyalaya and even the police. The whole system is rigged against the poor and hardworking folks. Either you have to know someone or give chiya karchha to make anything happen... I chose not to pay anyone. I recall reading what PNR Shah saying, "Ghus (aka Chiya Karchha) Dinya Ra Linya Dubai Desh Ka Satru Hun"

के कुरा गर्या ? कुकुरलाई हड्डी फ्यालिदिए काम पटाउन , अब हड्डी टुक्रा नदिई भुक्न छोडे : हट्ने हैन कुकुर वाट गाइ भैसी बिरालाले पनि येही कुरा लागु गरे भने के होला ?
