So, my cousin sis (US citizen) has been living in Nepal for 4 years. She got married 3 yrs ago, has 2 kids and now wants to file for her husband's GC and move to the US. She has registered her marriage at ward office but that's not good enough for the embassy that requires them to get married in court. Since everything is centralized in Nepal, her husband can't get "unmarried" certificate anymore. How does she go about it? Also, are her kids already US citizens?

Out of curosity 1. I think ward office has panjadhikari office and they issue janma, bibaah, mritu darta etc. all now. Not sure if ji pra ka issues any certificate. 2. Is she filing green card at embassy? Isnt it supposed to file at USA USCIS office now? I thought embassy is involved at the end for interview? Or, has the process of I-130, NVC works already completed?

Getting a cert from the government may be easy enough. She also need to have enough income to sponsor everyon; which is at least 22k per year..Or find a sponsor.

her sis and parents live in the US so finding a sponsor isn't a problem.

"if they born in US and your cousin is born citizen then they are citizen already but if cousin is naturalized citizen ( third class American from fourth world ) and kids not born here then we have a problem" Apparently, there won't be any problem at all. Once again, typical Nepali mentality.
