Jeff Sessions was nominated and confirmed as Attorney General, but Marco Rubio may become Secretary of State, a real apples-to-oranges comparison. Still, Rubio would likely be favored by India and other countries, as well as within his party. Few appointees serve long-term, with rare exceptions.
