which means if you filed on March 2006 then, it would take 5 more months to process your application by USCIS.   The application is withhold by USCIS unless your visa number becomes available.

You dont have to wait for VISA number for Parents or spouse.

that is true only for american citizen not for Permanent residence. If you are a GC holder  you need to wait for VISA Number.
